Tower Road Newquay PCN received - can somebody advise us please?

Talk about the large size of the site and how busy and popular it is at that beach in Summer, and remark that POPLA Assessors have found in favour of appellants at this same location several times, stating in that POPLA appeal that Castle found:Due to the size of the site, on this occasion, I would consider 10 minutes a reasonable amount of time to find a space and attempt purchase a parking ticket.
Then remind POPLA that in your case, you paid by phone which is on your bank statement and shows on the paybyphone website as paid, with parking time allowed, of 1.04pm to 6.04 pm. The PCN letter has times of 12.54pm arrival and 18.12pm departure, meaning that a perfectly reasonable ten minutes was taken at the start to pay by phone (an App which takes time and signal as well as parking and reading the sign first).
And then the grace period at the end after paid for time should be at least ten minutes in its own right according to the BPA CoP, and yet the car was out and on the stop-start main road after queuing to leave, after a mere 8 minutes of manoeuvring out, past pedestrians and other cars, in the height of Summer.
Also attack the landowner authority if it's heavily redacted. Or is it a Witness Statement?

I'm not sure what was meant by a non-working link but the photograph of sign type 6 has a steep hill and a single story structure in the background. The aerial site photo that PE supplied shows that there is only one type 6 sign in the car park which is by the entrance, facing Tower Road. There are parking spaces and a hedge behind it leading me to conclude that it wasn't taken in this car park.
