  • NCP/TfL contract: Schedule 3 para 2.3.1 sets out what NCP are expected to do:

    Issuing PCNS
    Requesting RK data from the DVLA
    Progressing of PCNs through appeals, managing of payments and reconciliation, through to debt recovery;
    Reporting of all volumes of PCNs issued, appealed, PCNs which are unpaid and forwarded to debt recovery.
  • Thank you so much for your help. You have clarified the situation for me and certainly feel that I have nothing to worry about going forward.
    Wish I had carried out research before putting forward my feable appeals - Naively thought a receipt and bank statement would be sufficient to prove that I had paid and therefore PCN was invalid. You live and learn and I won't make that same mistake again.

    That's interesting, must have a closer look when I have time.

    So the NCP/TFL contract gives them no right to take legal action at all and they are just contractors issuing letters, collating stats and doing pointless back office admin.

    Just reading this post, I assume the contract is still the current one? I see that TFL reserve the right to issue a customer notice for first time "offences". Does that ever happen? Should it?
