Low income support scheme NHS

My friend and her husband are on quite a low income and have no savings. They are both receiving state pension. He gets approx £190 a week and she gets £30. He also receives around £400 a month pension frrom a previous employer. She has a lot of problems with her vision requiring expensive glasses each year, which she is always reluctant to purchase because they cost her around £600.
I wondered if they would be considered for the above scheme, or should I tell her to just apply and see? They own their home outright and pay all bills and council tax approx £1200 per annum CT. They receive no other benefits.
