Balance Transfer FROM American Express

Hi All
I have read that it can be difficult to transfer a balance from and Amex to another Card. Does anyone know
a) if this is the case
b) if so, do you know a card that you can easily transfer to from your Amex

In my experience
Tesco Bank - wouldn't let me put a Balance Transfer on the application, but had no issue processing one once I had the account open via online banking
Halifax - exactly the same; broke the online application but worked just find once I had been approved.
Sainsburys Bank - couldn't get my details to validate0
