We had the same problem when moving in August. We asked if the LL was prepared to pay a contribution since the next tenants will benefit and were told that we should just use our mobiles.
Clearly, the LL is not living in reality. This is a flat in a so-called luxury development aimed at young professionals. He has spent money on a designer flat, but overlooks a phone-line. That just makes him look cheap.

Well we got in today and low and behold there was a phonelie and socket. The landlord (who we had to call out because the place was filthy) said he had not used the socket for years, so I imagine it would need checking.
*oh and for the people worried about my flippancy, he and his wife drive matching Mercedes convertibles, so I imagine money is not too much of a problem*
