NHBC Excess Liability

Hi,

New here so sorry for any forum faux pas I make...

I have a situation in my shared ownership flat. I have lived there for about 5 years relatively trouble free, however for the last 6 months or so I've had a drip coming from above the fornt door. It only appears after a bout of heavy rain, and it is always after, not during. This has lead to be think that there is water entering the structure of the building and pooling somewhere, and it is then making it's way down to me and coming in through a gap.

I reported this to the managing agent who sent somene round. He took a look above the door outside and once all the gubbins had been removed it became clear to anyone that the builders had basically just not bothered to finish the brickwork. There are massive gaps where pipes etc enter the flat...

He went away to report this, the managing agent did what managing agents do and basically sat on it doing nothing, so eventually I gave up and reported it directly to NHBC. They have come back to me and said that I and any other flat owner affected are going to be liable for a £1051 excess to get it fixed.

Now, I'm struggling to wrap my head around this... If there is one fault, and that fault is part of the communal area of the building, surely that is one excess to pay spread across everyone in the building? That water is definitely not coming from my property...

I'm assuming this is actually all correct and I'm just a bit stupid for not getting it but thought it worth checking on here...
