Graduation Cap didn't arrive for the ceremony, can I get a refund?

You're being very vague about the postage . You've stated three times it hasn't been delivered.
Even standard mail has a tracking barcode unless it's a letter.
Why haven't you asked them to check the tracking to confirm to them it hasn't been delivered ?
That would seem to be the obvious thing to do!!

Hello, an update (of sorts).
Gave the call to the CC company, expecting a callback from their chargeback team this week regarding the dispute. Seems pretty straight forward so far. Hopefully everything will be resolved without too much trouble.

/hollydays: I did request for a proof of dispatch, but the company isn't giving any evidence (i.e. scan of receipt, tracking number...) They'd been very flexible about the supposed dispatch date, and changed it on three different occasions.
