LCP Parking Services - Harlesden Plaza

Just received a letter through the post containing a parking charge notice.
It was in Harlesden Plaza and I had no idea it was a private car park, as there was a Tesco and Argos there so I just assumed it was a customer car park. Didn't see any clear signage that it was pay and display. There are two photos from a CCTV camera with a 'Sighting In Date/Time - Sighting Out Date/Time' in the letter as well. We only stayed for 25 minutes as my girlfriend went into the shop to buy something, I actually stayed in the car as well if that makes any difference...

What do I do next?? Some people say ignore and don't pay, some say appeal or 'POPLA'? I had a read through some of the posts but it's a lot to take in and most of of it is jargon to me!

    chances are its a private car park for the shops , managed by an agent , or owned by one of the shops and watched by the PPC

    comes up regularly on here as a pay and display car park

    read the NEWBIES sticky thread at the top of this forum and follow the BPA advice in there

    they did not use CCTV for the pictures, you have assumed that or made it up

    they actually used ANPR fixed cameras and took single pictures

    doesnt matter who was in the car or not, its on private land for 25 minutes and is trespassing unless the rules have been met for parking (whatver the signs say)

    nobody says IGNORE, nobody has said this since october 2012 when POFA2012 came into force, so IGNORE is a foolish option

    always , always appeal in the first instance

    of course its a lot to take in , its legal contracts etc , especially in pay and display car parks like this one in Harlesden that the driver parked in

    if you dont want to learn about private car parks , dont park in them , stick to the roads and what you learned to pass your driving test !

    the rest of us have had to learn , which I have had to do over the last 5 or so years despite driving for decades (and pay and display car parks have also been around for decades too), so welcome to our world

    so follow the NEWBIES sticky thread and appeal , as KEEPER , dont go blabbing about who was driving , ignore the fools who tell you to ignore, or those who say that they cant do anything (they can , they can take you to civil court , in front of a judge , a bit like RINDER on tv - they have 6 years to do this and that law came in during 1973)

    But what is very important was how long did it take them to send the NtK, so date of contravention and date on the NtK needed.

    so use the blue text template "as is" and appeal it , then take it to popla when they refuse to cancel the ticket
  • Thanks so much for the advice! Just having a look at the blue text.. Please excuse my ignorance, but What does 'ParkingEye Ltd V Beavis' mean? Do I leave this or does it need to be replaced with the parking company's name?

    I really meant to say was "as is" ;)

    ie:- no alterations

    google would tell you what BEAVIS is , as in BARRY BEAVIS , and that PE took him to court almost 2 years ago

    I read your response with interest as I'm getting my head around the appeal to A charge at the same lcp harlesden car park.

    However, photographic evidence was submitted. So the point in the standard response appeal (blue text) requesting photographic evidence at material location was met. Should I delete this?
