I'm looking for some advice again please.
I had an email from Paypal stating a payment was on hold as an ebay buyer has not received their item.
I'm happy to refund and then claim via RM but I would prefer they opened a case with ebay - I assume the only way is to email the buyer and ask them? I've not had any other communication with this buyer.

Almost certainly they did receive the item, only Ebay items seem to 'go missing' so much (stolen essentially, with Paypal's blessing)
Do you have any sort of tracking / 2D barcode?
The buyer will not be able to open an Ebay case now there is a Paypal case open.0 -
I have a RM receipt which has a reference number as it was just posted standard 1st class. The website states it will only show when the item has been delivered and no other status. There is nothing there to say it has been delivered.
The item was only posted on 26th July. I just wonder why they havent opened an ebay case. This now means once they are refunded ebay will not refund my seller fees.0 -

That's a rather large generalisation. I had two pieces of mail go astray recently - one sent by me, one sent to me. Not eBay items but that's irrelevant. Yes there are chancers on eBay, but the majority of people aren't. Given that the proof of delivery hasn't updated there's a good chance it hasn't been delivered. Some post goes missing and some of that is bound to be eBay packages.0 -

Ebay loss rates are WAY higher than the industry average loss rates,
This is why on the lost mail RM claim forms, there is a tick box for Ebay.
I suspect 95% of Ebay loss claims are false, driven by 'how to shop on ebay for free' guides which do the rounds now and again.0 -
Snowbelle, was it a "small parcel" or a "large letter". I know that small parcels now get a delivery confirmation when purchased through eBay, but I don't know about over the Post Office counter.
With regard to the buyer, they may have run out of chances to open a case on eBay or conversely they've gone straight to PayPal because they don't know their way around the system. It was a small parcel - there is a reference on the receipt which will show confirmation of delivery. There is nothing online saying it has been delivered.0
