Window changes and planning permission

Hi there.
If you want to make changes to windows/doors that are part of approved planning permission, I understand you need to go through some sort of amendment process. Even if you are just moving a window 5mm to the left. However, assuming all PD rights are still available (no conservation area, no article 4 and no condition of planning) I would assume this means that you can change the windows whenever and however you like (as long as you remain within the PD rules for windows). So why would you need to go through this amendment process?

I don't think people are going to be measuring 5mm here or there. Or even 30cm here, I imagine.
If you have something which required PP, then PD rights obviously didn't apply to what was approved. You'd need PP to alter that which required PP.
It's most likely a formality. Put it through as a minor amendment to the approved plans.Everything that is supposed to be in heaven is already here on earth.

You can get a non material amendment to a planning permission, something that isn't built doesn't have permitted development rights. (unless of course it all falls under pd, but then you'd not have a permission that needs altered...)This is a system account and does not represent a real person. I guess what I was questioning is - lets say you build the extension to the approved plans. Five years later you want to alter the windows in the extension. These changes are in line with the PD rules for changing windows etc. Would you need to go back for planning permission to make these changes? Are the PD rules only relevant against the original building and never cover extensions?0
