Notice to Keeper received - 12 weeks after contravention date

Hi all
I hope you might be able to help?
I have received a notice to keeper parking charge notice for "failure to park within a marked bay". This relates to a privately operated car park run by One Parking Solution.
The contravention date was 15 April 2017 and the date of sending the notice was 19 July 2017 - over 12 weeks after the contravention took place.
I've looked through lots of online articles trying to see if this would be classed as an unreasonable time period in which to serve the notice but I cannot find anything that specifically deals with this.
Can anyone offer any advice please?

Please read the Sticky thread for NEWBIES then send the BPA template in blue you will find there.
Add a line that since their NTK is too late to meet the very strict requirements of the POFA 2012 regarding keeping liability, they should cancel now and save themselves the PoPLA fee.
Do not reveal the driver's identity under any circumstances. Send the template from the keeper.

Is the letter headed 'Notice to Keeper' and does it state (or suggest) that keeper will be liable if the details of the driver are not forthcoming?
