PCN - Millenium Parking Services

Hi guys, hope someone can help me with a PCN I've received. I'll lay out the circumstances and what I've done so far and hopefully someone can help me with the next part?


I visited a friend at his flat where he is allowed visitors, usually you collect a visitors pass/sign the car in at the concierge.
However, this was a Sunday and concierge is only there Mon-Fri, half day Saturdays.

I returned to the car and noticed there was a PCN on the windscreen, it stated;

Contravention: Parking without clearly displaying a valid pay & display ticket or permit (It included the date and time - 13 seconds shy of 20 minutes).



Yesterday, I received the NTK. It has the same information as the PCN but this has 4 pictures of the car - in view is the visitors spot marking!

I've spoken with the management company and explained the circumstances, they've stated they cannot cancel the ticket but can support any appeal.


What should the next course of action be? I've checked the sticky thread and a bit confused as the NTK mentions appealing to the IAS but their letterhead shows logos for both IPC and BPA?!


Any help on this would be greatly appreciated!!!

    edit post #1 and remove any hint of who was driving , PPC,s monitor public forums for the "no idea newbies" who may blab online

    sometimes too much info is very bad for the person involved (hint)

    use the following terms

    THE DRIVER

    THE KEEPER

    nothing else is needed as far as info , unless its a leased car or company car etc

    the NEWBIES FAQ sticky thread tells you what to do , PLEASE read it

    Cheers, wondering how much evidence (if any) to provide to the first appeal to PPC? Should I include a letter from the management company?

    I've checked MPS website and they are IPC even though "We are accredited by the British Parking Association (BPA), the International Parking Community (IPC) and an approved contractor of the IPC.".

    did you check the BPA website (AOS section) and the IPC website (AOS section) too ?

    if so , you would know that despite having CORPORATE membership of both trade bodies , they pay for the IPC AOS arbitration which is the IAS (so not the BPA POPLA service)

    think of it as like having a Santander bank account , which does all your standing orders and direct debits, and having a second account with the Halifax , that is for spare cash etc, no reason why you cannot have 2 or more accounts , no reason why MPS cannot be members of both trade bodies either (so you are barking up the wrong tree there)

    your NTK should have indicated that the first appeal goes to MPS (sc@mmers that feature a lot on here, so read the other recent threads about them)

    so use the black text template for IPC members, to MPS, and you can add the management letter if you wish (the MA lied because if they employed MPS they have the power to cancel)

    nb:- MPS will REJECT any appeal and possibly offer the IAS (kangaroo court , dont bother)

    once this has been done , if they fail to cancel, they have 6 years to try a court claim

    you need to get a copy of the lease and see what is said (or not) about the parking , because MPS do issue a lot of court claims

    You should search the forum for LoadsofChildren123's posts about Millennium in Swansea, because later on you will need to kill this off in small claims (the appeal being a pointless exercise).
