    2 main obstacles spring to mind, the other tenants will not wish to put their own tenancies at risk.

    The LL is a policeman !!

    if I contact Shelter, CAB or the Private Tenancy Officer, what can I say apart from what I have said here, that he is claiming to live in but does not ! I feel certain that they will expect me to gather proof but what proof can I get ??

    Why don't you spend your time and effort finding somewhere else to live rather than trying to find out stuff about your LL?

    Yes, clearly you are a tenant not a lodger, but surely it would be easier just to move on?

    No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)

    The LL does not have the right to ignore the law, it is there to protect people, you seem to have the opinion that LLs can do what they like so just accept it. I feel certain that this forum was not set up with that goal in mind !

    If he's a policeman, all the more reason to go to the police. Maybe take a witness when you report the matter. Police officers should not be above the law - on the contrary. You may find that he decides not to put his career at risk......

    But you're right - evidence is key. I can't think of any other actions you can take to prove his non-residence, though sevenhills is right - finding out where he does sleep/work would be an enouraous boost to your claim.

    pinkshs has a point. Sometimes the time stress and effort of fighting these things outweighs the benefits. You'll have to leave eventually anyway so maybe choose the easy life?

    Then use the link from my first post to drop him in it tax-wise, and/or approach the council's HMO dept re licencing if appropriate.
