Did not receive the PCN letter due to moving home, now they're going to triple it.

I feel its very unfair that due to moving home, I only received the charge certificate letter today when I went back to my old address to check to see any letters for me. I updated my address on DLVA only 2 weeks ago so its a shame it got sent to my former address.

if I explain the situation, do you think they will go easy on me?

    I only received the charge certificate letter today
    If you are talking about a Council PCN, yes you can resolve this. Wait for the Order for Recovery (ask the people at your old address to urgently look out for it, or collect letters weekly until you get it) then apply to the TEC to get the case re-set because you never received the NTO.

    As long as you are asking about a Council PCN? Sounded like it because you say it's a 'charge certificate' and that the penalty has tripled.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Yeah thats right, it is from waltham forest which is in East london. I haven't received anything yet apart from that letter telling me its tripled and I need to pay. I'm to prepare a appeal letter regardless to get the case reset.
