Blue screen with reference to atikmpag.sys file

Hi forum folk, I am getting the dreaded blue screen which comes up referencing atikmpag.sys and never boots up. I run the following desktop configuration:
Cooler Master Silencio 450
Intel Core i5 3570K Processor Overclocked to up to 4.0GHz
Arctic Cooling Freezer 7 Pro Rev 2 CPU Cooler
Generic thermal paste
Asus P8Z77-V LX Motherboard
16GB Corsair PC3-12800 1600MHz DDR3 Memory (2 x 8GB sticks)
Chillblast AMD Radeon HD 7770 1024MB Graphics Card
Samsung 840 series 120GB Solid State Drive
1000GB 7200RPM Hard Disk - 6Gbps
Lite On Blu Ray ROM and 24x DVD-RW Drive (Blu-ray playback software supplied for Windows 7 only)
Chillblast Basic 700W PSU
Onboard High Definition Audio
17 in 1 3.5" Internal Card Reader
USB 802.11N Wireless Adaptor
Windows 7 Home Premium 64 bit
Any help what I can do to resolve this issue. I noticed some parts of the screen display is discoloured. Does it need a new graphics card?

The blue screen can be caused by outdated drivers - visit http://ati.com to get the latest, particularly here:
http://support.amd.com/en-us/download/auto-detect-tool
Discolouration can be a few things, maybe drivers (hence first thing to try) but normally faulty graphics memory can often be identified if the symptoms occur outside of Windows, before it loads. Typically manifests itself as "noise" of red, green or blue blotches that change as things on the screen change.0 -

After the blue screen, it comes up with the option of starting Windows normally, via prompt etc. I choose to start Windows normally and then a blank screen, nothing happens after that.
Therefore, I cannot get to update any drivers at all.0 -
And to get out of this blank screen, I have to power off using the switch at the back of the desktop (not the usual way).0

make yourself a bootable usb Linux Mint stick. It runs a live session in memory.
It has many uses, without reconfiguring your existing setup. Even of your drive dies, with the stick you can still boot and surf. Includes a memory checker. You can install anti virus software in memory. There is also other tests to download and use. It can also write, read, copy, move, open and rename windows files, but it cant execute them.
In your case a quick boot off it checks the basic hardware.
