Ransom Strip

HELP PLEASE! I purchased a building plot with outline planning permission for a 3 bedroom single dwelling in Dec 2016. I found out today that there is a ransom strip at the front of the property stopping access to the land which is owned by the council. They said to gain access we have to purchase the ransom strip and they want a minimum of 50% of the value of the land which is over £50,000. Until today I'd never heard of a ransom strip and was not informed of this when I purchased the property. Who's responsibility was it to inform me of this when I purchased the land? Any advise on what to do next would be greatly appreciated!

Did the land come with a title plan, or is it not registered? Did you inspect the deeds? Did your solicitor?Changing the world, one sarcastic comment at a time.0

Yes I have the registered title for my land and I found out yesterday the council has the registered title for the strip. In my paper work in the outline planning the highways deptment stated that we have to put a 1.8 meter wide footpath which would cover the strip, therefore, I thought that took care of the strip.0

You will need to post the picture to a hosting website like http://imgur.com/
Then you will get a URL you can post here. You will need to leave out a part of it - leave out the http:// bit - someone here will make it a proper link.0
