  • As he's changing over to mains gas I assume the regulations are to do with heating oil (my best guess) or LPG.

    The new regulations !
This house was built with Oil heating - No mains gas in the area
The boiler was sited in a fireproof cupboard within the house, with the exhaust going up a lined chimney.

New rules as to where a boiler could sited and flued began with Gas boilers and have gradually become more and more restrictive, then those rules were then applied to Oil boilers

To replace my aged Oil Boiler with a new one would require it to be sited in an out- building in the back garden, which is some 80' from where the hot water services are in the house.
I'm lucky that mains Gas is now in the village, but because of the siteing and flue regulations which demand that the boiler exhausts well away from any door or opening window, there is only one place in the house where it can be fitted which fortunately is very close to the hot water services
