Parking Debt Collectors Letter

Unsure whether to ignore or `robustly challenge' a recent notice of debt recovery relating to a private parking ticket, I elected to send the pro former letter provided on another thread and received the reply below. Can anyone advise if I should continue with the correspondence or do what I should have probably done in the first place and ignore it?
Thank you for your email regarding the above Parking Charge Notice (PCN).
The time to challenge the charge has now expired and therefore access to the Independent Appeals Service (if applicable) is no longer available.
However, in order to resolve this matter, I will offer the following comments as to why this PCN was correctly issued and is still payable.
My findings
The site in question is subject to terms and conditions, which are stated on signs throughout the area. Those signs state that there is a time limit at the site.
On the date in question the vehicle was parked for longer than the time stated and a PCN was correctly and legitimately issued as a result.
Court action
I feel obligated to inform you that, under the Pre-Action Protocol of the Civil Procedural Rules, court action must only be viewed as a last resort. I am attempting to abide by this direction by trying to settle the matter amicably without court involvement.
Your actions may be viewed as obstructive to this aim and will be made clear to the court should the matter escalate to such a stage.
What you need to do now
Please ensure that £79.99 is paid by 10/08/2017. Payment can be made online or by phone. Go to `link' or phone 0208 528 41330208 528 4133. You can find full details of how to pay on the reverse of the letter(s) sent.
What will happen if you do not pay what you owe
If the amount is not paid by the date shown above, we will recommend to our client that court action be taken by them to recover the outstanding balance.
What if you do not agree
Although any correspondence that does not provide further evidence will be noted and retained, I cannot guarantee that we will reply to it.
