No POPLA code or NTK

Good evening!
I have just found this forum after receiving a Wright Hassall letter and looking or advice.
My query is;
I do not recall receiving a notice of rejection from NCP or being provided with a POPLA code (or the option to pursue a POPLA decision)
I have already been in correspondence with NCP and ZZPS via email (prior to reading the advice on this thread) so am wondering if I should contact NCP to request that they resend copies of any correspondence they sent in order to acquire a POPLA code?
In short; I have already refused to identify a driver, requested photos of the contravention (as I had a valid council parking ticket, but they are claiming I was in their car park) - they have not sent photos that identify my car, just an empty windscreen of a car which could have been taken anywhere. I repeated this request to ZZPS who responded with a 'further contact should be directed to wright hassall'
Do I wait for Wright Hassall to pursue a CCJ (or not), there are 7 days left of the 14 the allow as I was away from home for the past week and have only received it today!

report them by email to the BPA and DVLA due to a lack of a popla code after the initial appeal

Why not just send the letter Johnersh wrote about complaining about Wright Hassall's letter. A recent one, easy to find.
Everything is already here, in other WH threads and/or in the NEWBIES thread.
