How to edit home movie dvds?

I have some family dvd footage that I want to edit. What's the best way to do this? It was filmed on Hi8 videos and converted to VHS before being recorded to a DVD. Is there a good free editor that I can download and edit the footage with as there's loads of bits that need to be removed or made into smaller sections.

The first thing people are going to want to know is the file type on your DVD. For example AVI, MP4, VOB, MPEG .......0

Sorry should have said the file types on the dvd are .BUP .IFO and .VOB0

You'll need to turn the VOB files into something editable - https://www.videohelp.com/software/V!!!MPG
You will then need to edit it.. https://www.videohelp.com/software/VideoReDo

Finally, turn it back into a DVD again:
