Landlord responsibility?

At the moment we rent from a private landlord, with two people in the house vulnerable (disabled), one with a very serious disease and requiring 24/7 care. The house has been valued at around £300 more a month than we currently pay for it, although it is in a poor state of repair. Recently the shower broke so in lieu of the fact we save on the rent I offered to pay for one and have it installed. We then tried to get an electrical safety certificate for the new shower but the electrician can't do it as the fuse board has been boxed in. The electrician also said there is a poorly fitted and incorrect trip switch on the fuse box. I've told the landlord repeatedly and he has said he will send a builder around but nothing. This has been going on for months. What are our rights on this?
