Are there two IPCs ?

I have read the threads and the main article on MSE about Private companies
And i'm still unsure about the best next step. I have received a PCN from a company (PCM) that are accredited by the IPC _ Independent Parking Committee
Is this the same as the "legitimately" governed International Parking Community ?
I've already submitted an appeal through the companies website, as i felt they were in breach of the IPC guidelines by not putting visible signage up
I didn't receive a response
i've now received a 'Notice to Keeper letter'. I didn't give them my address in the first appeal but from memory i think i implied i was the driver
Shall i now appeal to the IPC - it's more than 28 days (although i appealed to the issuing company on the day of the notice)
or is this a rogue IPC? And therefore should i go down the breach of data route?
I'm astonished that companies like this are allowed to exist and be supported by the DVLA. The council make it clear when you can't park in a bay, yet these horrors make it deliberately misleading

IGNORE the IPC , waste of space , whichever variation of name they use
