PCN from Premier Park

My son has received a so called "PCN" for parking at Goals Beckenham. Parking is free for customers (which he was) but it seems he should have given his registration to reception which he did not realised that he had to do. He is a new driver.

It was for parking for 4 1/2 hours on 12/7/2017 and the PCN was received by post today 24/7/2017. Cost is £60 if paid immediately. I phoned Goals Beckenham and was told to call Head Office, Head Office said call the parking company. Neither would admit or were willing to cancel the parking charge.

The parking company will not discuss over the phone so we must appeal. Unfortuantely with a group of teenage boys no-one still has a reciept for the football pitch.

According to the document, Premier Park are members of the British Parking Association code of practice. Apparently if they "have not received full payment or driver details, under Schedule 4 of the Protection of Freedoms Act 2012, we have the right, subject to the requirements of the Act, to recover the parking charge amount that remains unpaid". I found this link http://www.legislation.gov.uk/ukpga/2012/9/schedule/4/enacted

What does that mean and what can we do? Your help please.

    Take your time, read it in chunks, re read the chunks - it does take you through the procedure from start to finish, so don't worry about court procedure now, concentrate on the initial appeal.

    its the best advice on the net , better than the CAB or any other information centre or outlet

    its not us that make it complicated, its the lack of government policy and a free for all for the sc@mmers , we do our best to steer people through it , but its a beast that isnt of our choosing or making , so its reactionary

    In what way? I've written appeal words for you to copy (what could be easier) and I am just a wife and Mum, no legal qualifications.
