Perhaps I should have worded it better. As I understand it, completion certificates were only widely used from the early 1980's.
The Building Regulations were revised in 1985 (and several times since then) so I guess people wrongly assume that they did not exist before that date.
Completion Certificates, there is another widely misunderstood aspect of the Building Regulations. They were always available but people never bothered with them as they are not compulsory and a lot of people still don't (myself included). I think they only really came to be more well known when Building Notice applications became more popular and in that case they are more important. But now we see lots of posts on here where worried buyers have been scared witless by their solicitor because the property does not have a completion certificate when it doesn't need one and never did. It is just an added extra, rather like a certificate of lawful development to confirm work is permitted development. It is not necessary but solicitors seems to be asking for them as if they are.0
