No Verification Code sent by local authority, Can I appeal online?

I am appealing to London Tribunals but my local authority which issued the PCN, has not given Verification Code, it says unable to generate, on the letter.
Now I am on London Tribunals website trying to appeal online, but it won't let me progress unless I enter the code.
Does it mean I have to complete the paper version and also how do I upload photos which I took recently of the street to support my case.
Never appealed before to the tribunals.
