Phone MS and tell them your a shop/dealer building PCs and you want a bundle of licences to apply to the machines and see what discount you get.

You wont get a licence for £25.

Actually if you can qualify to be on the Microsoft Registered Refurbisher programme as I was a few years ago you can buy licenses to apply to the machines (they must already have an existing older one though from Vista onwards) and you get a legitimate Refurbished license with unique product key and CoA sticker for around £25. But as I said it must have had a version of Windows on before.

If you install windows 10, they appear to let most codes slip through.

Desperate to get as many as they can onto 10?

I used a code from an old laptop with window 7 on it to activate a newly built desktop pc and it activated fine.

The automated phone activation will work, just tell the robot lady that you have installed it on 1 computer.

Perhaps you shouldnt have to take this route, but it will work and will be a lot faster of a result than trying to get a refund from the seller.

Just use the automated phone activation service, I did this a few months ago while installing Windows 7 on an old Netbook. The key wouldn't activate online but did when I used the phone activation and to my knowledge the copy of Windows is still activated as "genuine" to this day.

And the key in question came for free from TPB :P
  • Update...

Turns out the Product Key was genuine and unactivated.

I got in touch with Microsoft's tech helpline people, who confirmed this and activated the key for me remotely, in the full knowledge that the software was a home copied CD-ROM and the key was bought for £25 through Kinguin.
So yes, you can get a legitimate, unactivated Windows 10 product key at a substantial discount and they'll even install it for you if you have difficulty
I asked if they knew why I couldn't install it successfully - "server issue at their end" was the gist of the reply...
All in all, a successful outcome.

    I do a lot of these ..
After frustratedly calling microsoft many many times, and it always being down to "server problems at their end" , I gave up about 3 years ago and always use the telephone activation robot

    Which always works
(You can do it via a mobile website too, which takes away the hastle of transcribing the massive string of numbers the robot reads out)
