£600 quote for two little windows.

Quote for replacement of two windows on a ground floor bathroom extension is £590. They are approx 22" x 28" and 17" x 28".
Briefly removal of existing wood windows, replacement with Irish oak wood effect UPVC with double glazed patterned glass (Pilkington Chantilly).
They are a highly regarded local company and did the main cottage a couple of years back. I think it was around £3,500 - need to dig out the bill. This seems out of proportion but I suppose they are still two windows and the labour involved isn't proportional to the size of the window. They said wood would be even more expensive!
The existing frames are sound and could be painted but the windows are draughty and aren't double glazed. Just wondering if it would be possible/cheaper to leave the external frames in situ and have the rest replaced?
Or is almost £600 reasonable?
