Could a VPN confuse Amazons ordering systems?

Bit of a strange one this,
Was using a VPN on my tablet and happened to view an item on amazon uk as well.
I then noticed today that even though VPN was off on tablet, that it was showing on the amazon site on both my tablet and pc that the particular item couldn't be delivered to my location in uk, location was correct on amazon site.
I rang amazon and customer service were helpful, did a mock buy of the item but couldn't get amazons systems to put the order through either as item couldn't be delivered to my Uk location, though other items could.
I then just accepted that this was indeed a change of policy on amazons part, but mucked around a bit changing the location from uk to a few different countries such as France etc, item still no deliverable which is understandable for France.
But lo and behold when I put in my own location again the item is suddenly deliverable again.
Just wondering if using the VPN and viewing the item while using it, somehow triggered something on Amazon site to make it not deliverable, and then changing country manually on amazon site, somehow reset the delivery options for me?

Where was the sender located?
Was it "Amazon Fulfilled" or 3rd party/ private seller?
The Sender might not be amazon (a 3rd party "private" seller) and sending from another location (i.e. sold in the UK but being sent directly from China factory) that might affect delivery options.Laters

The seller is Amazon itself and the price of the item is on a downwards spiral, if it reaches my desired price without someone else buying first I will buy.
I did use the VPN on tablet again last night and again this morning the item was undeliverable to my address, but changing to another few locations different countries and then resetting to UK fixed it as being deliverable for the time being.
Just not going to use the VPN for a while. Maybe it really is a change in Amazons policy that they won't deliver to here, and pressing the buy button is only way to find out. As I said before Amazon customer couldn't do a mock buy either but that was when the item was showing as undeliverable on my tablet to my address.
Still find it a strange one.0
