CP Plus issued charge notice dated 10/7/17 for alleged overstay at service station on 10/4/17. It is not headed Notice to Keeper but state they are writing because (my daughter) was registered keeper at the time of parking. My daughter does not remember using the service station and would have no reason to stay there over 3 hours. The notice includes 2 photographs - the first one on entry is in daylight and fits the description although it is too small to read the registration plate. The photograph on exit is after dark, the lights are on and you cannot see the registration plate. You cannot see who is driving. They have also included the parking Sign but this is jut a copy of the content and not an actual photograph. Should I (she) appeal direct to the company (member of BPA) on their website or should we write to the company separately (not appeal) to dispute it as it was not issued within 56 days and quoting keeper non-liability? Or is that what should go in the appeal?
