Debt collectors letter recently recieved while the PCN was being appealed to Parkwatch!
Should it be ignored as an error?
Can they legally use NRK data obtained from DVLA to do this?

Its a big no no. Report them to the BPA and DVLA. Email addresses are in the Newbies thread or use the search function.0

Debt collectors can safely be ignored. This is explained in the NEWBIES thread.
You should however complain to the DVLA and BPA about the scammers sending debt collectors letters whilst an appeal is in progress.
Lawfully, not legally (civil or contract law, not criminal). Yes they can but it breaches the BPA CoP I believe which in turn breaches their Kadoe contract with the DVLA.I married my cousin. I had to...I don't have a sister.
