Parking eye fine from 16.08.16!

Hi. Hope someone can help me with some advice. My son has today received a letter from parking eye advising him he is liable for a fine of £50 after parking in one of their car parks for 5 hours 30 minutes on 16th August 2016!
The letter states that the car was registered to a different address which is why we have only just received notification but the DVLA changed the address on the 28th August 2016. Can they send this fine so long after the event and is there anything i can or i should do.

    If they can prove that on the day they checked with the dVLA that the address on file was correct, then they are in the clear.

    In fact, you are most fortunate that they have now done due diligence as there are many threads on her where the OP has a ccj because court papers were sent to an old address and were missed.

    That's why you should always redirect mail from an old address for at least a month.

    also , they failed to follow POFA2012 so as keeper the keeper just needs to use the blue text appeal , appealing as KEEPER (not driver) , adding a paragraph stating that

    POFA2012 has not been followed so cancel the charge and chase the driver (who shall not be named)

    so as KEEPER , he is not liable for anything at all , its all smoke and mirrors

The letter also says we now have 14 days to pay from the ' date of this letter ' as they could not have reasonably known he was at a different address but the only dates mentioned are the date of event 16/08/16 date of issue 24/08/16 and 14 days after 07/09/16 which are on the original Parking Charge Notice.

    just do as I said and use the blue text template and add the extra blue text paragraph , appealing as keeper (online , tell him to do it)

    The keeper can appeal at this stage, I have seen these 'we have traced you' letters from PE before, and an appeal window is open.

    Tell your son not to panic, not to pay, and not to blow it by writing as the driver!

    Your son must go online to PE's appeal page and copy in the BPA appeal word for word from the NEWBIES thread, ticking 'registered keeper' and make sure it is appealed by the same person as on the letter, not the driver/you/anyone else. Only the keeper.

    Your son can also see their 'evidence' on PE's website by logging in using his VRN and PCN number, photos will be there.

    This should be easy to win at POPLA, as the PCN cannot possibly be a POFA one - it is a golden ticket (search this forum for 'golden')!
