I might also consider looking at local business support.
When I used to work for a local car manufacturer we were all required to take part in an annual community support event of sorts and I know at least 2 departments that went to seperate schools and did the hard graft of garden design and clearout! You get free labour and they get to feel they've done something nice for the community.
I'm certain that we also sourced and donated tyres to these schools to be stacked up and used as planters. Plus they had a greater leverage in getting local diy stores to donate tools etc.
Sorry to keep adding, but it takes my brain a while to remember things!

Most secondary schools do some community help for part of their curriculum.
Some helpful teenagers painted our playground equipment with us (for smiles, sausage rolls & pizza). Perhaps they would help prepare the ground with pta for 2 wkends?
Also the Co-op do charitable donations for community projects, a bit of paperwork
but all good pr. (leaflets in store)
Flower painting sounds good, asking parents to donate unused seeds or unwanted plants would help money saving
Maybe sell pots & onions in playground for few pence towards more seeds.
Any parent carpenters willing to put up a pergola? Some height adds interest in winter, a grapevine add shade in summer. HTH
