Selling ex-council flat no building regulations

                    I'm trying to sell my ex-council flat and the council have recently (2015) put in a new roof and windows, at much expense.... However my buyer's solicitors have come back saying that there are no building regulations for it. Where do I go from here now?

            Two choices. M Speak to Building Control at the council or offer an indemnity policy.
 Usually with a private dwelling, you'd offer an indemnity policy if there is no sign off and the advice would be strictly not to contact building control so as not to void the policy by drawing attention to the issue.
 However, if this is the local authority, there just isn't a chance that the projects won't have been signed off. They'd be in serious poop if it weren't.Everything that is supposed to be in heaven is already here on earth.

 It's the LA that have done the works, so it's unlikely it's that hidden from building control (although I know they are different departments).Will an indemnity policy be ok then?
 I wonder why they didn't get it signed off by building control at the time?
 Also won't this cause problems for everyone who sells as they did the whole area, all the blocks (they are low rise) had new windows and roofs0

 I agree an indemnity policy doesn't sound a great solution (though it's really up to your buyers whether they want to accept it).0

 I didn't know it didn't have them. The LA just billed me for 'major works'. If an indemnity policy is not a great solution is there anything else I can do?0

 Yes, it's leasehold. It was originally owned by the council, but bought off them by the previous owner and now I own it.You were advised in writing that the work was to be done and had to make a payment towards it as you had purchased a leasehold?
 As the freeholder they did major works (roof and windows) in 2015 through the right channels section 20 etc. They have invoiced me and I have paid for the work and shown all this proof to my buyer but their solicitor is now saying there is no building control sign off for the work.0

 Also on the LA website it says this
 - search for building control applications and approved inspector notices (works not overseen by LA)
 so might they have their own special approval for works done by themselves?0
