Hi
Double glazed window doesn't open, handle lifts up but the "locks" within the frame doesn't move.
I'm not DIY minded, so, would be pointless attempting to do it myself, is this an easy fix for a contractor to do, and what costs would I be looking at.

I'm hopeless with technology, in addition, I suffer with MH issues, what may appear simple, I struggle with, may I ask, please be patient, thank you
