Yes, you can quote what the Annual Report says about ISPA's advice in 2016 but you can't actually complain to ISPA now, as Guys Dad says, it is defunct.
I would say you will complain to your MP about the parking firm and about POPLA not following its own policy. And make that complaint, we want everyone to involve their MPs.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the advice everyone! Just to update, I've made contact direct with the site management company to firmly request that the PCN be cancelled. I've also submitted a formal complaint to POPLA on the basis that they've disregarded their own policy. It seems the email send by the store manager has fallen on deaf ears, but hopefully the site management company will agree that the PCN is innappropriate!
I'm concious that my 'pay within 7 day' period imposed by TPS is swiftly coming to an end....should I continue to fight past this deadline??0 -

Great news! The site management company has been very supportive of my case, and has confirmed their request for cancellation to TPS has been received and all is now cancelled.
Had I gone direct to the store manager/site manager in the first place, I probably could have avoided all of this headache, but hey ho lessons learned!
Still no response from POPLA though regarding my complaint on how they handled my case. I'll still chase them on this out of principle!

My appeal with POPLA was rejected and it seems to me that parking enforcement companies become POPLA members because it's financially beneficial. Why is the fine not suspended but nearly doubled if unsuccessful? Check out 'parking eye's ' website, it's disgusting at best. Would these parking enforcement companies be members if the fine didn't increase? Obviously not.
My case was I parked at holiday Inn due to becoming very ill and it was the closest area of refuge. I didn't notice the signs because I was looking for somewhere to throw up!! I recovered after using the hotels facilities and drove away when I felt able to do so with respect to health and safety for myself and others.
I was appalled to receive a fine and disgusted with POPLA's rejection.
What constitutes an emergency??
MY ADVICE IS TO PAY THE REDUCED FINE UNLESS YOU HAVE A HARD EVIDENCE OF A MISTAKE.
POPLA IS PART OF A MONEY MAKING MACHINE FOR DISREPUTABLE COMPANIES TO INCREASE REVENUE.
Sadly we live in a world where this kind of extortion exists. I have to pay £100 for doing the right thing, my kids miss out so thieves can top up their account with Popla's endorsement.0 -

Thanks Nigel, I checked that link out and it seems justice was served eventually... Yes I should of come here first or at least done better research, I guess knowing I was innocent of wrong doing I thought the fine would be cancelled as it's obvious to 'me' I had no intention of contravening any parking restrictions. I will therefore give them Ill gotten gains and move on.....and learn to be better prepared if there's a next time.
