What, you are making my head ache(!)...this is easy. It's just a complaint letter, maybe it's because you are like my student kids and never write letters?! I do! Start learning with this one!
Write a complaint letter for BOTH; I gave you the basis of the words to use, show us a draft. Simply start it by saying please find attached and aggressive letter* written by xxxx Solicitors and you are now raising a formal complaint under the EA...
blah blah...(as per the version I showed you, altered to make sense and explain why the Uni's delay means the parking firm and the Uni are both liable for disability discrimination unless this is cancelled forthwith).
*attach a copy of the solicitor's letter, stapled to both complaint letters, exactly the same.
In the heading 'FTAO' make it clear the complaint has been sent to the University as well, so the solicitors can see you mean business and have escalated the complaint away from their control.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Formal complaint re: disability discrimination and harassment under the Equality Act 2010
Please find attached an aggressively worded letter written by IE LEGAL Solicitors dated Monday 17th July 2017.
I am now raising a formal complaint under the Equality Act 2010.
On my behalf, my parents emailed the estates department at *named University* on 24th March 2017, requesting an urgent and temporary permit on medical grounds. A medical note was attached to this email which made it clear that my medical condition was substantial and long term, meeting the definition of a disability under the Equality Act 2010, thus, making parking on site a reasonable request given my condition. Furthermore, it is disingenuous and profiteering, as well as discriminatory, to continue to demand money under these circumstances.
I did not receive a response from the estates department until 3rd April 2017, 10 days after requesting a permit. In this time *named parking agent*, issued me with a parking charge. From this point, any response from the University regarding the administration of such permit was fruitless.
Due to the University’s delayed reply to a clear disability need and a request for reasonable adjustment, I suffered a detriment. Furthermore the inherent delay renders both yourselves and Total Parking Solutions Limited liable for disability discrimination unless this charge is cancelled forthwith.
I have attached the aforementioned correspondence as well as the medical note for your evidence.

Yes that'll do, but add the PCN number and the Solicitor's reference from their letter.
