            WOW - Thanks all for the comments and opinions! It looks like it's going to be 6 of 1 and half a dozen of another. He's moving out mid September so hopefully I'll get it sorted before then. I'm sort of resigned to the fact that I'll have to pay it - my hope now is that I can get a single occupancy discount ......
How long was the tenancy you signed for ? 3 months, 6 months etc.
Moving out mid-September ? - I assume you mean he's leaving your house as a permanent move (as permanent can you can tell, anyway). If so and you're the sole adult then you will be able to claim the 25% discount.

I don't think so. It surely means the son is moving out of the rented property in mid-September (to return to university) and from the start of the tenancy until then the son will be the sole occupant.0 -

Possibly - If the OP is talking about the Manchester property then no 25% SPD can apply as the son is not regarded as being resident for council tax purposes.

Well it seems highly unlikely that the OP would be talking about their own property given the preceding discussion - and I agree about the SPD not being available, and said as much in post #2.0 -

As the 'sole or main residence' of the OP's son remains at the family home for CTax purposes and it's already been mentioned that no discount was available at the Manchester address then it was a possibility that the OP meant the SPD application was on their own home due to the son's sole or main residence changing.
