Civil Enforcement refusing to acknowledge my appeal?

New to this forum and have a very odd situation.

Back in February this year, myself and my partner were attending a 12 week pregnancy scan appointment at our local hospital.
On returning to the car we jumped in and tootled home. Several days later while washing my partners car, I found a crumpled up PCN from when the car was parked at the hospital. Reason stated was 'Parked in incorrect zone'. Upon discovering this, we drove down to the hospital to make sure that the car park we were in was not restricted. Not only was it not restricted there was minimal signage and the Pay and Display machine sat proudly on the edge of the car park. (I have a pay and display ticket that covered me over the time I received the PCN). My appeal was based on the fact that this was the case and I asked CE to sent me proof of why I had been issued the ticket and also the procedure for Parking attendants to place tickets on vehicles.

I wrote to Civil Enforcement LTD via email, as stated on their website. I received a read reciept saying they had acknowledged my email and that someone would be in touch in 28 days. I also asked that if the appeal was rejected, I was forwarded the details for POPLA and the relevant references that I would need.
28 days passed an nothing. Then, around the start of May I received a letter stating that I had an outstanding debt owed to the company for not coughing up the fine. I called CE but, believe it or not, you cant speak to anyone, so I left a voice message asking them to call me back. Nothing.

I gathered all my evidence and sent them another appeal by Royal Mail recorded delivery. It included print outs of the emails I had sent, the read receipt, a copy of the original PCN and Pay and Display ticket.

On Monday, I received a letter from ZZPS, explaining that my case has been passed to them for debt recovery (I know they can't do anything).

I am more than happy for this case to go to court as I feel we would walk it. Regardless of the fact that the original PCN was just the attendant trying it on (allegedly), I have tried contacting CE ltd numerous times and by all means available to me. That fact they ignored my request to POPLA, therefore not being able to use them, and not sending me any correspondence accept to threaten me makes me believe they are flogging a dead horse.

Any advice on the matter is greatly appreciated.

    yes a complaint to both the BPA and david dunsford at the DVLA , inc correspondence , ask BPA to investigate no code likewise the DVLA

    however expect to be told it was sent "by first class post" or emailed to you

    If the alleged contravention is, "Parked in incorrect zone", CE Ltd should be required to provide ( photographic ) evidence of the car in question actually being in some specific "incorrect zone". Perhaps you could reenact the scene, and send them a photo of where it was parked, ideally showing the payment machine in the background ; or maybe a 360 degree montage. You don't need to claim those were photos you took on the day ; but say that if they are hoping to prove you were somewhere else, their photos had better look very different.

    Having a pay and display ticket might help, but probably only if it has the registration number. ; even then it is only proof of entitlement to park, "somewhere".
