It's more likely that the customer "service" agent only knows company policy/what the "handbook" tells them and not the law. Do as Devil Woman says - if they do mention section 28 (3) (a) as what they rely on then I'd suggest one final email before a LBA ...

Thank you for confirming which section of the legislation you're relying on for refusing my cancellation request. It is quite apparent that you don't understand the legislation ... it actually says the opposite of what you think. Please immediately action my refund as originally requested else refer this communication trail to your legal department - my next communication will be a formal Letter Before Action followed by a County Court claim as necessary.0
