    That doesnt look rotten to me looks like someone took a chunck out of it at one point. Sure it has been neglected but easy to fix. The mould could be a result of poor ventilation and condensation as usually on a outside wall and in corners

    judging by the colour of the guttering it looks like the downpipe is blocked and its just spilling water over the top when filling up. gutters and downpipe need cleaning out.

    and you need to re-negotiate the price if valuation is £20k less, because your mortgage will be on valuation not price, you would have to find the extra £20k yourself.
