PCN for parking in a disabled parking space

I received a PCN through the post from ZZPS for allegedly parking in a disabled place at a retail park. It's a free car park. It was sent to me as the keeper of the vehicle. I'm not the disabled person, but she does have a valid parking badge. She usually displays her badge but I can only assume she must have had a memory lapse. Which does happen as she is chronically ill after being injured in a road accident.
I have no recollection of being at the retail park as I have an illness which causes me to suffer memory problems. The disabled person is too ill to have been shopping there for long. I don't see how I can pay for something that was possibly caused by someone else having a medical condition. ZZPS claim they have evidence, but haven't supplied me with any. I have no idea which store the car was supposed to be parked at. They're also saying a PCN was attached to the windscreen, but it wasn't. The first I knew of it was when a letter arrived claiming that the badge hadn't been displayed. As they didn't attach a window sticker I was unable to get evidence on the alleged date to know whether the badge was displayed. Or explain to the parking attendant.
The problem is that I've had no time to deal with these letters because I'm a full time carer for a very ill person, who is undergoing hospital treatment. I've also been living away from home to care for her. I've now returned to my house to find several letters. The last one is threatening me with Wright Hassall solicitors. Really don't know what to do and am really stressed by it all.

ZZPS don't issue parking tickets, they are just bottom feeding debt collectors - post four of the Newbies Sticky will tell you all there is to know about them.
Until we know who originally issued the ticket, advice is limited but at the debt collection stage, there probably isn't much to do except sit tight to see if you get an LBCC or push for a landowners cancellation.0 -
You must complain to the retail park - urgently.
Send them a letter like you've written above, saying how upset this has made you and the disabled driver. include the PCN number and a copy of it (not the original - you MUST keep that in case this gets worse).
Do not delay - send that complaint and PLEASE don't tell us you ''don't know who runs the retail park'' - Google DOES know, so find out by searching the name of the place and ring or write to the site agent this week.
Please tell us which parking firm? Some sue people, so DEFINITELY complain now.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for the advice. I've found the first letter and it was sent in May by NGSL Parking. The first letter says it wasn't possible to attach a notice to the vehicle window at the time, which contradicts the second letter from them which said there was one. Also it appears from the letter that the car was parked for just two minutes, as there is a to and from time. I have no shopping receipts for that date. I would have kept them. The disabled person can hardly walk and it would have taken more than two minutes to get out of the car, never mind walk to a shop and back. As there are no shopping receipts I suspect neither of us even got out of the car. NGSL have not provided any evidence that the car was parked in a disabled space. Contrary to what they say there was no window sticker, and photos which they say "may have been taken" have not been sent to me as evidence and can't be accessed on their website.0

If you have a letter stating that no PCN was attached to the windscreen and the NtK arrived after 14 days and you have not admitted who was driving, then the Registered Keeper can not be held liable.
Please come back to confirm and we will help you see them off.0 -

None of this matters though, you already know how to get this cancelled. We told you earlier. Just please spare us the ever-popular ''I don't know who runs/owns the retail park'' (as already explained).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
