Flooring help!

Hi guys,
I have just moved into a council flat and the flooring in place is just some really rubbish vinyl. I have been told that i am not allowed to have laminate, so that leaves me with either vinyl or carpet. I have had a look at luxury vinyl prices and bloody hell, so expensive! I have never been much of a fan of carpet but based on my finances right now and what i can afford, i am leaning towards to it
I have a few questions for you guy;
1) Does anyone know what other flooring types available ? I have just discovered loose lay flooring but again, it is pretty damn expensive.
2) Is there a particular carpet type to look out for, that will be all great all year round? Especially, during summer as i am worried that it would get quite hot.
3)Any good places to get either one of the two? Not B and Q. I can't afford their LVC, so they are out of the question. Also, How are carpet right in regards to prices and materials etc?
Looking forward to your replies!
Thanks!

Try a local independent carpet supplier. They are likely to be more helpful, more efficient and at least as cheap as the warehouse operations.0

Carpetright/Downs tend to have cheap carpets if they're on offer.
However they'll rip you off on underlay, bars, and grippers.
Order the underlay online and pop down to Wilko for the carpet bars and grippers.0 -
and what of a carpet that is good all year round? especially during the summer? is there such a thing?0

I'm not sure what you mean. Carpet is carpet. It won't get hot enough to burn your feet.0 -
So, it won't get too warm and uncomfortable under my feet, during the summer?0
