UK Car Park Management PCN

I'm looking for some help and advice.
In April this year I completed on a flat which has permit parking. A few days after completion we popped to the flat in the car to get meter readings and parked without a permit. Within minutes of parking we see a parking guy looking round the car so go to speak with him. He agrees not to give a ticket and we go on our way thinking nothing of it.
Last week I receive a letter from their debt collection agency demanding £160 for the above parking incident. I phoned them and apparently letters were sent by UKCPM and as I'd ignored them my case had been passed onto them. They say there was proof of postage in the form of a date stamp on a franked envelope, which to me isn't proof that letters were sent to me. I've recently changed the registered address for the car but was still accessing the old address to check post. I honestly believe I received no communication from UKCPM. The so called ticket was a postal PCN.
I've read Newbies thread and saw the part about a random letter from a debt collection agency but not sure whether that applies to this instance as they say letters were sent by UKCPM. My deadline to pay is 21 July. Help!

Debt collectors are fully covered by post four of the Newbies Sticky.
As you ignored the PPC, all you can do now is sit it out from the next six years or until you get an LBCC - then follow the advice here, or press the flat management for a cancellation.0 -

Yes it is corrupt, please write to/email your MP about this scam, the more MP complaints the better.
