Rejected parking fine

Hi all, I need some advice. I put an appeal into my borough after they issued me a PCN. I sent an appeal off to them the same day 31/05/17. As I hadn't heard anything from them I chased it up yesterday 19/07. The reply I got was that the appeal was rejected. Fine I can live with that but they said that they sent a rejection letter on the 21/06/17 via Royal Mail, which they said was not returned to them as undelivered. Therefore, they deemed it to be served. This is the bit I am annoyed about as I have not received any letter from my local borough informing me that the appeal had been rejected. Now I either have to pay the full fine of £110 as it is 14 days from the date the supposed letter was sent to me. Other option is go to a Notice to Owner appeal. The Borough have said they will not correspond with me on this matter prior to further appeal.

What options are available to me. :mad:

    Other option is go to a Notice to Owner appeal.

    100% do that. Wait for the NTO, as long as you are the owner, that's where you will likely win.

    It's £110 or nothing, with the odds in your favour and no risk, as long as you act when you get that NTO and seek pepipoo's expert advice.
