Can I claim for PPI paid on a planned Loan/Overdraft?

Hi All, I remembered I paid PPI to my bank on a loan I took out in the early 2000s and I used the MSE template asking for any records they had on it. I quote the reply I received below:-
" Thank you for your request under Section 77/78 of the Consumer Credit Act 1974.
This section doesn't apply to current accounts even where there are either planned or unplanned overdrafts. This is because the Act does not require these agreements to be documented in "executed agreements" within the meaning of the Act."
I was told when getting the loan/overdraft that it required PPI and I signed for and paid for the PPI. Can anybody please say whether I can still claim for my PPI payments and how I would go about doing so?
