UKCPM ticket assistance please

I read this thread while investigating what to do about a demand for payment we received:

While our situation is slightly different I think the location this happened is the same (that being Kings Park Estate in Harold Wood).

I'm hoping we can fight this and ideally i'd pass round information to other residents who have received tickets (my neighbour has three) .

Background:
We have a permit for a numbered parking bay in our car.
The vehicle was NOT in the bay but parked outside the front of the building on a wide road where there are no bays.
Previously, using visitor permits we had been provided with, anyone was able to park out of the front of the building. We were also under the impression that our numbered permit would allow us to park there as we had done on occasion when loading or unloading or whenever else it was convenient.

At some point before April 2017 the signage must have changed (I do not have an image of what it was before this date but i'm sure it used to allow some kind of parking).

Our car was parked in front of the building briefly as something was brought up to the flat (our bay is a 1-2 minute walk away from the building. I noticed through the window that a "warden" was in front of the vehicle taking notes and pictures. My wife went down to explain that we had a permit and that we're allowed to park there. He stated that the signage said "No parking on roadways at any time". My wife then explained she was just taking
something up to the flat and would move the car. The "warden" said he would not issue a ticket and moved on - this was on 26/04/2017. My wife move the car to the bay and we thought nothing of it until we received a Formal demand on 31/05/2017.

We, perhaps foolishly, ignored this letter.

We have now received (12/07/2017) a letter from Debt Recovery Plus asking for £160.

So aside from the issues I have with Countryside asking UKCPM to change the signage without informing us - a ticket was never put on the vehicle because the warden said he wouldn't issue it - the photos in the formal demand do NOT have the ticket on there. Also the Signage says "No parking on roadways at any time" which, if what i've read is true, means no offer of contract no invoice and nothing to pay.

Is it also true that assuming they used the DVLA to get the registered owner (my wife who the letters were addressed to) then this breaches data protection?

I've spent some time trying to harass my housing association to deal with this but they're East Thames (and useless) and it seems the developer Countryside are the ones who engaged the parking company. I have also sent an email to someone at UKCPM (East thames gave me their email) asking about the signage.

This was what I put - trying to be smart...:
With regards to the attached signage on Kings park estate in Havering I believe I'm right in thinking that "No parking on roadways at any time" means that there is no offer to park so Parking is forbidden?

Consequently there can be no contract if there is no offer.
Therefore your "tickets/invoices/notices" cannot be issued as without a contract there can be no invoice?

It's just that I'd suspect that means that every single notice that has been issued on the estate is therefore invalid.

This of course would mean that every single request to the DVLA for the driver's details has been done without reasonable cause and may then have breached the data protection act which could of course lead to compensation.

Could you please comment on the above so I can produce information for the residents on the estate?

    Just got back from holiday and had a good read of this...does make good reading as you say, although slightly daunting.

    At the moment i'm not sure how we should proceed where we're at the debt recovery letter phase but will re-read the newbie thread to see what the process is.

    My neighbour has three "tickets" at the moment he's fighting and I fully intend to work out how to fight this then drop a letter in to everyone's post-box in the area advising them how to as well. :)
