HX car park mgt and Gladstones

Hi
my father in law received a letter pcn from HX car park management, my mum told him to ignore it, he now has had the letter from Gladstones. I sent the BPA letter to gladstones which they replied refusing to acknowledge. I see HX are member of BPA and IPC so what letter do I send to them?
He had driven into a casino car park (he is a mini cab driver) as someone wanted a taxi when he arrived he saw the gentleman to be very drunk and aggressive so he hung back until the gentleman got in another taxi and then drove off. HX states he was there 31 mins. A lot of money for 31 mins !
Any advice would be appreciated !

So go there now to see the game he is caught up in.
Depending on how long ago this happened this looks to be in the debt collectors stage. If so come back if there is any Court correspondence
