Shoddy treatment from mobility seller

My mother placed an online order for a wheelchair from https://www.discount-mobility.co.uk recently. Despite the bold claims of quick delivery, it never materialised. After expressing her dissatisfaction in an e-mail, she received a somewhat curt reply several days later cancelling the order.

That was 15 days ago and no refund has been forthcoming and they've shunned all communication.

My cynical assumption is that they're some sort of rogue trader, who has no intention of giving my mother her money back. It's not an expensive order in the grand scheme of things, but I'm darned if I'm wanting to let them get away with it.

What is my best course of action?
