Cavity Wall Ties/Damp

Hi in regards to purchasing a 3 bed semi up north, on the survey a few issues has cropped up and wondering are the costs correct. 1 is the cavity wall ties and damp in the house.Ive been advised the work to be done and quote of £800
Cavity Wall ties - cracking to the front. new front, rear elevations, install new stainless steel ties
Damp - damp excess of 20% lounge and 2nd reception room. Damp proof course, remove skirting, skim plaster etc

based on the above is the quote correct and is there any need to worry

I recall my brothers house having a warning about wall ties when he bought it; he just ignored it, ok for 10 years or so.
