PC keeps crashing - sysdata.xml problem Win 7 pro

OH's pc has started crashing regularly ie several times a day. It generates a mini dump and an error in AppData\local\temp\WER..... sysdata.xml. I cannot open the minidump and the usual diagnostics do not work - for example sfc /scannow does nothing when invoked. It displays the "just crashed" screen each time and this last time I selected open with the command prompt but that did not work either. It then started to reload the files and hung. Eventually it reported that "windows has recovered from an unexpected shut down" and restarted, but that will only be until next time.
I do not think it is a virus, he has been running Norton for several years continuously. Possible pointers are when the system is recovering, it briefly flashes up a message "No video input" but then that clears and it carries on. Could it be a monitor problem - the monitor is less than a year old. He does not play games on it although he does stream sport on line. The problem is quite recent and the only change recently that he has made is to install a new mouse. It runs windows 7 pro.
Had one other thought. He is running Firefox could that be a factor?

It could be malware, software or a number of hardware problems. When it's running get him to look in Device Manager for any yellows. Is there the same problem if he boots into safemode?You know what uranium is, right? It's this thing called nuclear weapons. And other things. Like lots of things are done with uranium. Including some bad things.

My notebook also runs Windows 7 Pro. I have had lots of problems in the last week. MS have issued many critical software updates. Ihave also seen an update from IBM Rapport. The system is now unstable with incomplete home screen icons and the dreaded blue screen. I am working to find a good restore point.0
